The publication’s sources from the Putin administration said that they initially wanted to keep the entire text of the decree classified. However, later in the Kremlin, they decided to put under the heading “for official use” only the clause about the number of mobilized.

“The number was corrected several times, and in the end they stopped at one million,” said the interlocutor of the newspaper.

Journalists tried to clarify this information and contact the executive authorities that have access to this data. Sources in several Russian ministries said they could not see the full text of the document. The seventh point of Putin’s decree also cannot be revised through MEDO (the interdepartmental document circulation system).

“The label “for official use” is the first, highest level of classified documents, according to Russian legislation,” the article says.

For the disclosure of information with such a vulture, in contrast to “secret” and “top secret” documents, only disciplinary or administrative responsibility arises.
