Russia, as a permanent member of the Security Council, can veto the decisions of this UN body, which are aimed at counteracting its own crimes.

Turkish Foreign Minister Mevlut Cavusoglu stressed that his country is in favor of abolishing the right of veto in the UN Security Council system.

According to Cavusoglu, more and more politicians say that “the world is more than five permanent members of the UN Security Council.” He is convinced that the current session of the UN General Assembly has proved that the call of President Recep Tayyip Erdogan to reform the organization is supported by more and more countries.

In his opinion, a replacement for the right of veto could be the introduction of decision-making by majority vote. The main thing should be to ensure maximum coverage and fairness, the head of the Foreign Ministry is convinced.

Commenting on the announcement in Russia, which is a permanent member of the UN Security Council, of partial mobilization, Cavusoglu stressed that this decision does not bring the war in Ukraine closer to an end.

“We are in favor of dialogue and negotiations with the participation of the presidents of the two countries. The negative impact of the war between the Russian Federation and Ukraine is experienced by everyone and in all areas,” he said.

Reforming the UN Security Council: what you should know

According to the UN Charter, the Security Council consists of five permanent members who can use the right of veto (France, USA, China, Great Britain and Russia), and 10 non-permanent members elected by the UN General Assembly.

Now Russia, as a permanent member of the Security Council, has the right to veto the decisions of this UN body, which are aimed at countering its own crimes. For example, on February 25, 2022, the Russian Federation exercised this right and vetoed a Security Council resolution condemning its invasion of Ukraine and calling on Moscow to immediately withdraw troops from Ukrainian territory.

Permanent Representative of Ukraine to the UN Serhiy Kislitsa is convinced that this will not happen, since the country has nuclear weapons. Wang Yi, the head of the Chinese Foreign Ministry, who also has the right of veto in Belarus, has already spoken out against such an exception.

However, against the backdrop of the war unleashed by Russia against Ukraine, the leaders of different countries nevertheless sounded calls for reforming the Republic of Belarus.

German Chancellor Olaf Scholz, speaking at the UN General Assembly, called for an increase in the number of permanent members of the Security Council, in particular, he asked for a place for Germany. And US President Joe Biden said in his speech that he supports expanding the number of permanent and non-permanent members of the Security Council.

Calls to change the principle of application of the veto were heard, in particular, from Turkey. The United States also supports Liechtenstein’s idea to change the veto rules, obliging permanent members to explain the decision to the General Assembly.

Volodymyr Yelchenko, Permanent Representative of Ukraine to the UN in 2015-2019, expressed the opinion that the only way to get rid of the situation when Russia can block any decisions of the UN Security Council directed against its crimes is to expel it from the organization.
